TO BUILD HEALTHY COMMUNITIES BY EMPOWERING INDIVIDUALS AND FAMILIES THROUGH INNOVATIVE SUBSTANCE ABUSE PREVENTION AND INTERVENTION RESOURCES. THIS IS DONE BY PROVIDING EFFECTIVE PROGRAMS AND RESOURCES THAT BUILD COMMUNITIES FREE FROM SUBSTANCE ABUSE.
